To facilitate planning for public schools, the Hillsborough County Board of County Commissioners and the School Board of Hillsborough County entered into an Interlocal Agreement in October 1997. The Interlocal Agreement emphasizes a partnership between the County and the School Board in planning for the location of new schools and the renovation and closure of existing schools. It recognizes the importance of schools within the community.
During the 2005 Florida Legislative Session, new growth management legislation was passed which requires adequate school facilities to be in place within three years of construction of new housing. This concept referred to as “concurrency” has been in place in the County since 1990 for roads, parks, sewer, water, stormwater and solid waste facilities. As specified in the legislation, Hillsborough and its cities were required to adopt a school concurrency program no later than July 1, 2008. School concurrency became effective in Hillsborough County on July 10, 2008.
School concurrency is determined when a project reaches the point of a preliminary plat or multi-family site development plan or later in the development review process. To implement school concurrency a new Interlocal Agreement for School Facilities Planning, Siting and Concurrency was adopted on April 17, 2008. Revisions were also made in the County’s Land Development Code and in the Comprehensive Plan for Unincorporated Hillsborough County.
